New ICIMS Insights September Workforce Report finds job openings outpacing hires for a third straight month as a thinner candidate pool raises the cost of slow hiring processes
Lightcast data and a new ICIMS survey show a growing divide between the AI skills employers want and how job seekers are learning them
HOLMDEL, N.J. [Sept. 10, 2026] — ICIMS, the Intelligent Hiring Platform, today released the ICIMS Insights September 2026 Workforce Report, finding that U.S. job openings continue to outpace hires while workers are increasingly building AI skills on their own. According to new research from ICIMS, job seekers have actively built their AI skills in the past six months, while employer-provided training has barely moved. At the same time, Lightcast data shows employers are increasingly adding AI skill requirements to jobs across industries.
The findings come as the U.S. hiring market remains constrained. Drawing on proprietary ICIMS data from more than 3.1 million users and 691 million candidate profiles, the report found job openings rose just 1% month-over-month in August while hiring declined for the second consecutive month.
“This is what a constrained talent market looks like,” said Trent Cotton, head of talent insights, ICIMS. “Demand is rising, supply is flat and the only lever left is how well you execute inside your own process. With only 30 candidates per role, every breakdown in your process is costing you real hires.”
With candidate pools thinning while openings remain elevated, employers have fewer opportunities to recover from a slow hiring process. Moving qualified candidates efficiently through screening, interviews and offers is becoming increasingly important.
The report also examines AI skill requirements using Lightcast job posting and skills data across the U.S., U.K., France and the Middle East.
To understand how workers are responding to these requirements, ICIMS commissioned a survey of 1,000 U.S. job seekers. The results show workers are investing in AI skills, but much of that development is happening without employer support.
“I’ll admit, I thought skills-based hiring was hype. This data changed my mind,” said Cotton. “Workers are outpacing employer training. Job postings are outpacing both. That is the market talking, and I trust what the numbers are telling us. The pressure for organizations to win the AI race will only intensify the need for an AI-ready workforce plan.”
The findings put pressure on employers to improve both hiring speed and skill verification. With fewer candidates available for each opening and time to fill at 40 days, delays can cost employers qualified applicants. Meanwhile, widespread familiarity with general-purpose AI tools does not necessarily signal the specialized capabilities employers are beginning to seek. For talent acquisition teams, that increases the value of recruiting technology that can reduce repetitive work, identify relevant skills earlier and keep qualified candidates moving through the hiring process.
