What is an internet applicant and how can a Talent Management platform help?
In the last two years, the OFCCP has come out with new regulations on the collection, storage, and reporting of Equal Employment Opportunity (EEO) data on applicants. Here is a brief summary of the OFCCP’s four major criteria to use when defining an internet applicant:
- The individual submits an expression of interest in employment through the Internet.
- The company considers the individual for employment for a particular position.
- The expression of interest indicates that they meet the basic qualifications of the position.
- No indication was received that they are no longer is interested in the position.
The Platform’s Career Centers are set up to automatically collect EEO information for applicants who apply to jobs through your website. From a best practices perspective, corporations should be driving all applicants to the Career Center for a uniform application experience, including EEO data capture. Corporations that rely on email or fax resumes should be aware that these applicants, most likely, do not have EEO information listed in email or fax submissions. Corporations can consider
- removing email or fax submission capabilities or
- utilizing the Platform's "Invite Back" feature to send these candidates back to the Career Portal to fill out the EEO questionnaire.
Certain candidates do not need to be considered applicants and, thus, do not require full EEO tracking. This can include candidates that do not meet basic job requirements, as well as candidates that opt-out of applying at a later date. iCIMS’ Applicant Flow can be set up with bins (categories) to help separate these candidates from true applicants.
The Talent Platform is equipped with EEO icons that, at a glance, immediately let the recruiter know if an applicant has
- completed the EEO questionnaire
- been requested to complete the EEO questionnaire, or
- not completed the EEO questionnaire. For those who have yet to complete the EEO questionnaire, invitations can be sent with a single click of a button, ensuring that the corporation has made a "best faith effort" to collect this information on all applicants.
The OFCCP is particularly concerned about candidates, without EEO information, found by recruiters via database searches, who are then tagged to jobs. The Talent Platform allows users to send mass communications inviting certain candidates to apply for a position, rather than merely tagging them to a position. Applying for the position will ensure that they complete the EEO questionnaire, thereby ensuring consistency.
