The diagnostic is not only in the answers. It is in how long the answers take. If your team can produce all four in a few minutes, you have the visibility to fix your own bottlenecks and you may not need new technology to do it. If those answers require pulling multiple reports, or nobody can answer question four at all, the constraint is not effort or recruiter capability.
